The purpose of the SRD programme
is to secure more effective, accountable, pro-poor rural
decentralisation. This programme focuses on further
developing Panchayat capacity to deliver pro-poor rural
development. Panchayats’ ability to deal with issues of
rural poverty in West Bengal is well established. Their
enhanced capacities and redressal of other weaknesses of
rural decentralisation in the state will further enhance
the chances of the programme effectively contributing to
the goal of sustainable
reduction in poverty in the rural areas of the state.
This is no parallel programme but a complementary and
additional support to the state Government’s ongoing
initiative for rural decentralisation & poverty
alleviation.
Institutional
Strengthening and
Capacity
Building of Panchayats in Purulia
·
Support is given to 122 Gram
Panchayats ( Phase-I = 61 GPs and Phase –II = 61
GPs) in the district
to come up with score-based self-assessment in
order to develop a process of self-monitoring by the
Panchayats in tracking their progress over time and also
to help them develop a baseline on the basis of such
analysis.
·
It has been possible to strengthen
about 122 Gram Panchayats as institutions through
specially designed capacity building interventions
(individual, organisational and institutional) as a
result of which the Gram Panchayats are performing more
effectively in terms of the constitutional mandate for
economic development and social justice and in second
phase more 61 Gram Panchayats have been included in this
support from January, 2008.

It has been possible to generate
awareness among 55 phase-I
Gram Panchayats in the district about the scope
and necessity of enhancement of their own source revenue
(both tax and non-tax), as a result of which the quantum
of resources to be generated by the Gram Panchayats will
increase manifold by next 5 years.

With SRD programme support, 101
Gram Panchayats have a minimum training infrastructure
to cope with the increasing training needs at the
community level.
·
The office of the District
Panchayats & Rural Development Officer
has been provided with computers and peripherals
among other things for improving their work environment.
·
To facilitate direct training to a
large number of Panchayat functionaries, a
satellite-based Training and Development Communication
Channel Network has been installed in the name of
Lokasiksha Sanchar across the state with support from
ISRO, the Ministry of Panchayati Raj and DFID. In our
district ROT (Receive only terminal - 1-way video 2-way
audio system) has installed in 20
Panchayat samiti Offices and one at DPRDO office, 2 at
District Training Centres and One at District Programme
Management Unit of SRD Cell and SIT( Satellite
Interactive Terminal- 2-way video 2-way audio system)
has also been installed at Zilla Paisad Conference
Hall.

The SRD programme has taken special
initiative for mass awareness and mobilizing community
through various strategic campaign interventions
including extensive use of the folk
media.
Special Capacity Building Programme
People’s representatives and staff
of the Gram Panchayats have been trained on various
issues on PRI activities at District Training Centres
and also at Block Levels facilitated by Abasik Prashikshak
Sahayaks and Loksiksha Sahayaks.

166 Pradhans and 157 Upa- pradhans have been
trained.
·
412 Sanchalaks of Upa-samity out of
680 of 170 GPs have been trained
·
Training on SAHAY has been attended
by 252 trainees consisting Pradhans/Upa-Pradhans,
Sanchalika of Nari, Sishu unnayan ebong Samajkalayan
Upa-samity and GP staff.
·
Training on various issues related
to office management have been offered to 74 Executive Assistants, 95 Secretaries and 474
Sahayaks. |
